The UCSF Office of Legal Affairs assists the UCSF community in accomplishing its goals in a manner consistent with both law and University policy. As an integral part of the campus community, the office supports and facilitates the campus’s mission by providing legal services in a proactive and responsive manner. Attorneys in the office primarily assigned to UCSF Health support the health system and its various business units and corporate functions, including five licensed hospitals that are directly or indirectly owned by UCSF, a faculty practice plan and ambulatory network, and an affiliates network that operates a medical foundation, a clinically integrated network, urgent care centers, and more.
Reporting to the Chief Counsel, UCSF Health, the Principal Health Operations Counsel provides legal support to UCSF Health’s compliance, regulatory affairs, risk management, clinical affairs, clinical operations, and finance teams on complex and high-impact healthcare regulatory analysis. Work may include advising and counseling on healthcare regulatory and policy issues, including healthcare reimbursement, federal health care program (Medicare, Medi-Cal) enrollment, hospital licensing and accreditation, EMTALA and corresponding state law, federally qualified health centers, clinical laboratories, pharmacies, controlled substances, graduate medical education, and more. The position also advises the Office of Legal Affairs and campus stakeholders on healthcare legal issues and participates as a member of the UCSF Office of Legal Affairs and the UC Health Affairs, Privacy, and Data Protection teams.

The successful candidate must have excellent academic credentials, a law degree from an ABA-accredited school of law, membership in the State Bar of California, and an outstanding record of achievement with at least seven years of healthcare law experience gained in-house or through working closely with academic and/or community health system clients. California’s Registered In-House Counsel program is NOT available to University of California attorneys (out-of-state candidates will be expected to become full California bar members within one year of employment). Specific experience working in an integrated healthcare delivery system or managed care/health insurance company is preferred.

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $171,000-$345,600 (Annual Rate). A typical qualified candidate can generally expect to earn between $225,000 and $290,000.
