WittKieffer is proud to partner with District Health Care Services, LLC (DHS) to conduct the national search for their inaugural Executive Director, Human Resources. This is an exciting opportunity to join an organization working to ensure that quality behavioral health care is available and easily accessible to District residents through all stages of life.
DHS offers prevention, early identification and community-based treatment services and supports. They also work to ensure the rights of people with behavioral illness are protected and to encourage and facilitate consumer and family input into all aspects of an individual’s treatment and plan for recovery.
Reporting to the Chief Operating Officer, the Executive Director, Human Resources is responsible for the implementation, management, and strategic direction of all Human Resource programs and policies for DHS.
The successful Executive Director, Human Resources candidate will:
- Envision and create a best-in-class and scalable HR program for a growing organization utilizing both employed staff and contractors. The Executive Director will create policies and procedures, a roust onboard program, manage compliance and regulatory issues, create an employee recruitment and retention strategy, and review total rewards and performance review policies.
- Optimize Workday and other technology to enhance the HR program’s efficiency and compliance. Assist with the implementation of Epic in early 2025.
- Ensure that departmental services and activities are continually assessed and initiate appropriate changes to improve performance.
- Communicate with senior leaders regarding the future strategic vision and ensure staffing and other HR needs are ready to meet the planned growth of the organization.
- Track benefits trends and conduct cost analyses to determine the best options. Read the literature and meet with brokers and vendors to examine new program offerings to keep abreast of the benefits marketplace.
The preferred candidate will possess a Bachelor’s degree in Human Resources or a related field. A graduate degree in business administration, health care administration, management, or related field is preferred

The salary for the role is anticipated to be between $180,000 – $200,000. The final hiring salary will be commensurate with experience.
